ALBANYDemocratic insurgent Zephyr Teachout is urging voters to reject a constitutional amendment establishing a new redistricting commission, saying it's an incumbent protection scheme representing a glaring broken promise by Governor Andrew Cuomo.
Teachout, a Fordham law professor seeking the Democratic nomination for governor, is aligned with most good-government groups who say the amendment, which was crafted in 2012 in exchange for Cuomo abandoning a promise to reject new district lines drawn by legislators, doesn't go far enough.
The commission must be affirmed by voters on the November ballot. Teachout said Cuomo's decision to sign off on the current set of district lineswhich were decried and challenged, but ultimately upheld in courtprevented Democrats from taking control of the State Senate.

Zephyr Teachout has suddenly burst onto the New York political scene, prompting voters everywhere to ask: Whats a Zephyr Teachout?
But the Fordham Law School professor with the unique moniker is about to educate the states Democrats on just who she is and why she is challenging Gov. Andrew Cuomo in the September primary.
I dont think his policies are good for New York, she said a few days ago on her first campaign trip to Buffalo.

Cuomo seems to be more interested in positioning himself for promotion to some national position, than actually doing anything useful or, god forbid, progressive for New York State.
