Cuomo Gets Mixed Results From Legislative Session

ALBANY—The legislative session concluded here last week saw Gov. Andrew Cuomo notch wins on centrist fiscal issues, but reach only stalemates on some liberal priorities, setting him up for a campaign season that will likely center on whether he can help restore Democratic leadership in the state Senate.

It was the final session before Mr. Cuomo seeks election to a second term, and on Friday he described the past few weeks as "really a banner session of accomplishment."

Mr. Cuomo, a Democrat, racked up his victories early. Most of his priorities—as outlined in his January state of the state address—were achieved in the state budget agreement completed in the session's first half.

Central among them was a plan to effectively freeze property taxes in the state for two years, which the governor described as "the single most transformative component of the budget." The freeze was one element in a broader package that included a reduction in the corporate income-tax rate to its lowest level in several decades.
