NY-13: Where will the paper (ballot) trail lead Adriano Espaillat?

CELESTE KATZ

Rep. Charles Rangel unequivocally declared victory Tuesday night in his groundshaking primary rematch against state Sen. Adriano Espaillat.

Even as Rangel, his backers, and some media outlets called the NY-13 race for the incumbent, Espaillat told his supporters he would not concede until full results came in.

At the time Espaillat spoke, portions of the Manhattan/Bronx district had not yet filed their reports from the voting machines -- including Hamilton Heights, the very neighborhood where his campaign held its election-night party.

Later Tuesday night, unofficial results with 100% of precincts reporting showed Rangel with 22,674 votes, or roughly 47%, and Espaillat with 20,846, or about 44% -- a raw-vote advantage of 1,828
