It comes down to waiting for the right convection and low wind shear conditions and you'll get a major hurricane.

(The warmer than usual Eastern North Atlantic is helping to bring unusually copious tropical rain to my arid island, off the Saharan coast, right now, with more to come. Here it is very welcome, in spite of the damage...).
