Qatar emir calls for $1 billion Jerusalem fund at Arab summit

BETHLEHEM (Ma'an) -- Qatari emir Sheikh Hamad bin Khalifa al-Thani called for a $1 billion fund for Palestinians in Jerusalem during the opening session of the Arab Summit on Tuesday, which was dominated by events in Syria.

The Qatari emir made the proposal during his opening speech and offered to contribute $250 million to the fund, without providing further details.

He also suggested an Arab summit in Cairo to implement Palestinian reconciliation between Fatah and Hamas.

PLO negotiator Saeb Erekat said in an interview with Al-Jazeera that he welcomed the reconciliation proposal by the emir, while Gaza Prime Minister Ismail Haniyeh issued a statement also welcoming the initiative.

"....What the information provided by DfID does not say is that the primary cause for the failure of the negotiations was due to the insistence of the Israelis to purchase the gas in Gaza at prices below market value. Israel wanted to negotiate a contract whereby it would only pay $2 per cubic foot rather than the market price of $5 to $7. As a source inside CCC told me: “The biggest resource in Palestine is being held up by the Israelis. If this is resolved it would reduce the subsidy the EU and US gives the PA”."

Who knows, maybe it gives time for Israel to drill at an angle...

DOHA (Reuters) - The emir of Qatar urged the U.N. Security Council on Tuesday to stop the killing in Syria's two-year-old civil war and hold those responsible to account before international courts.

The emir, Sheikh Hamad bin Khalifa al-Thani, was speaking at the opening of an Arab summit in Doha, the capital of the Gulf Arab state.

Qatar emir's daughter to Syrian first lady: My father regards President Bashar as a friend

snip* Amongst them was an email purportedly from Sheikha Al Mayassa Al Thani, the daughter of the emir of Qatar, addressed to Asma al-Assad, in which she urged the Syrian first lady and her family in January to leave the country, and help stabilize Syria and the region.

Amongst the cache of emails was another, evidently tense exchange between the two last December. Al Thani opened by saying the wife of Turkey’s prime minister wanted to get in touch, with Mrs. al-Assad declining they request. They also touch on Syria’s non-participation in the Arab Games and how busy their boys are keeping them.

Following up on a comment from Mrs. al-Assad that “Doha is not a popular destination with Syrians at the moment,” Al Thani writes:

Your last remark i think is unfair. My father regards President Bashar as a friend, despite the current tensions - he always gave him genuine advice; the opportunity for real change and development was lost a long time ago.

Nevertheless, [when] one opportunity closes, others open up — and I hope its not too late for reflection and coming out of the state of denial.

The Arab League on Tuesday approved a Qatari proposal to set up a $1 billion fund for Arab East Jerusalem, which Palestinians want as the capital of an independent state under any peace deal with Israel.

Arabs say that Israeli settlement-building on land captured in the 1967 Middle East war, including Arab East Jerusalem, has made a two-state solution backed by the United States unfeasible.

Qatar's emir, Sheikh Hamad bin Khalifa Al-Thani, said his country will contribute $250 million to the fund, which he called for in an opening speech to an Arab summit in Doha that focused on the crisis in Syria and stalled Israeli-Palestinian peace efforts.

"The summit... calls for setting up a fund to support Jerusalem to the value of $1 billion to finance projects and programs that would maintain the Arab and Islamic character of the city and reinforce the steadfastness of its people," the draft resolution said.

The Islamic Development Bank, based in Saudi Arabia's Red Sea city of Jeddah, will manage the fund, it said.
