Mahmoud Abbas swears in Palestinian unity government

Palestinian President Mahmoud Abbas swore in a unity government today, taking a major step toward ending a crippling territorial and political split with the rival Hamas militant group but also setting the stage for new friction with Israel.

The brief ceremony at Abbas' West Bank headquarters was preceded by last-minute haggling over the makeup of the 17-member Cabinet of technocrats, signaling continued tensions between the long-time rivals.

The Islamic militant Hamas, which seized the Gaza Strip from Abbas' Fatah in 2007, had demanded that he reverse a decision to remove the position of minister of prisoner affairs from the government. Hamas officials announced just minutes before the start of the swearing-in ceremony that the dispute had been resolved, though the nature of the compromise was not immediately clear.

The formation of a unity government is the most significant step yet toward ending a political split that has weakened the Palestinian case for a state in the West Bank, Gaza and east Jerusalem, lands Israel captured in 1967.

During the first Palestinian unity government meeting, chaired by Palestinian President Mahmoud Abbas, the president said that the government is committed to the two-state solution along the 1967 border lines, recognizing Israel, renouncing violence and respecting past agreements.

"We are committed to what we said. Cooperation with Israel regarding security matters will continue so as to preserve the Palestinian interest," Abbas said. (Roi Kais)

Israel says it will shun the new Palestinian government sworn in today, brushing aside promises by Palestinian Authority President Mahmoud Abbas that it would adhere to previous agreements and renounce violence.

The unity government, comprised solely of technocrats, is a major step towards reconciliation between Hamas and Fatah seven years after they violently split paths, leaving the Palestinian house divided between Gaza and the West Bank.

Past reconciliation efforts failed to set up a joint government. But Hamas has found itself desperately squeezed between Israel and Egypt’s new leadership, which last summer destroyed the majority of the smuggling tunnels that provided the bulk of Gaza's consumer goods as well as sizeable tax revenue for Hamas, which is running a budget deficit of 75 percent for 2014.

3. Israel to withhold Palestinian tax transfers over unity gov't

JERUSALEM, June 2 (Xinhua) -- Israel's cabinet decided Sunday night in an emergency meeting to withhold tax transfers to the Palestinian Authority as means of sanctions over the new Palestinian unity government, set to be announced on Monday.

Prime Minister Benjamin Netanyahu convened with top members of the cabinet including eight ministers, in order to discuss ways to deal with the new government to be formed by Fatah and Hamas, Israel Radio reported.

The cabinet members decided to keep on suspending any further negotiations with the Palestinians as long as Hamas, viewed by Israel and the U.S. as a terror organization which vowed in the past to destruct Israel, is part of the government, and to hold off on transferring tax money it is collecting for the Palestinian Authority.

Israel would reallocate the Palestinian tax money, using it to pay off the Palestinian Authority's debts to Israeli companies, including the Electricity Company, according to Army Radio.

U.S. Secretary of State John Kerry spoke to Prime Minister Benjamin Netanyahu on Monday and said that the U.S. plans on working with the new Palestinian unity government.

The Fatah-Hamas government was sworn in on Monday in Ramallah.

State Department spokeswoman Jen Psaki said that the new government does not include Hamas members and that the U.S. intends to work with the new government.

"Based on what we know now we intend to work with this government but will be watching closely to ensure that it upholds principles that President Abbas reiterated today," Psaki told a briefing. "But we will continue to evaluate the composition and policies of the new government and calibrate our approach accordingly."

Psaki said that the new Fatah-Hamas government is an interim technocratic government and added that Palestinian President Mahmoud Abbas stressed that the new government will respect the terms of the Quartet – recognize Israel, reject terror, and honor previously signed agreements. She said the U.S. will continue to disburse aid to the Palestinian Authority but will monitor its policies.

It's all a rage of triumph and outrage and fear and whatnot. Triumph at home and everybody keeps saying mean things about them elsewhere.

Governments tend to say what they want you to think, not what they think (assuming of course that they want you to think at all). Sometimes the objective is to get you worked up, so as to do something you would not do if you thought about it.

But in this case, the petulance, a lot of it seems quite real.
