The cabinet is set to approve a series of financial aid packages for Israeli settlements this Sunday, as a result of the West Bank kidnapping one week ago. The draft of the decision to be voted on indicates that the first installment will be five million shekels (about $1.5 million) and is being allocated on the basis of "the security situation following the kidnapping of three Israeli youth" in Gush Etzion.
Under the heading "Special Aid to Local Authorities in Judea and Samaria," the draft states that the Finance Ministry will allocate the 5 million shekels to the Interior Ministry in the first stage. Within a week, Finance Minister Yair Lapid and Interior Minister Gideon Sa'ar will agree on the scope of the budget for additional funds to be allocated.
The Prime Minister's Office published the draft decision Thursday afternoon, ahead of the weekly cabinet meeting Sunday. The draft doesn't define specific projects or activities for which the money is being budgeted. It simply states that it is designated for the "municipal sphere, due to expenses local authorities will have to incur as a result of the security situation." It also states that "the aid will be provided for expenses necessary to maintain and improve the social and civilian fortitude of the local authorities and their residents."

"The funding is not designated for security purposes and it is possible it will serve to promote the settlers' political agenda of advancing settlement construction," Oppenheimer said, adding, "one cannot recall such measures being taken in other local authorities which have suffered terror attacks."
