I need a good chili recipe at the end of the month

This will not be chili to eat as chili but chili to use as a condiment on dogs and burgers, at a very large (300+ maybe) picnic-style gathering with diverse audience,

So it can't be the red-hot five-alarm stuff I'd want for myself

Suggestions? I'm thinking of a fair amount of adding finely diced and sauteed onion and garlic and green pepper to a crushed tomato sauce and ground beef, but the spicing has got to be handled somewhat carefully
