Read the tea leaves first.

In response to the FEC inquiry, the Sanders campaign CHOSE to refund $800K odd in excess onations to the donors. The campaign could have earmarked it for the General Election budget which they are LEGALLY allowed to do.

The fact that the Sanders campaign decided to REFUND The money rather than keep it means the Sanders campaign knows it will not be around for the general election.

Keeping them for GE is not dishonest -- they can always be refunded after the primary is over and Bernie loses.

There you have it.

I'm going to assume the Sanders campaign's accountants were just not bright enough to catch the excess contributions but the FEC was. Sanders 2016 would have been fined if they ignored it.
