FEMA power question

My question about FEMA power was removed. And I can't post this there because it was removed. I was hoping to get answers to send to my friend in the UK who sent it to me. Plus I too am curious about their power under this "president". Does anyone know if FEMA has overriding powers?

We know he will abuse every single lever he can get his tiny hands on. This is a conundrum for me. Snopes hasn't addressed it. I hope to get answers here.
