If both posts are by the same person, then it is probably a violation.
If the second three paragraphs are the second three from the original article, then probably a violation.

The idea of the few paragraphs in the OP is to give an idea of what is to be found at the link, not be a substitute for the original article posting.

My big complaint is that most folks pick the first few paragraphs of the article to post instead of a few good paragraphs from the article, which are 99% of the time no where near the top of the article.
