It would talk about details and/or explanations not known at the time of the event, often by "experts" who were not available at the time of the event.

Latest Breaking News is about extremely recent events, often missing lots of facts due to reporting being done without the full story yet.

In between the two you have new news, which reports on events that happened somewhere in the more recent news cycle.

The LBN forum tends to blur the line between "latest breaking news" and "new news".
