He's basically funding an ingrastructure, even if doesn't get the nomination. His ads are being filmed so that they're issue ads.

The Buckeye State is key to moving voters beyond the easy stereotype of a generic New York rich guy to showing not only can he can relate to the problems of average people, but also offer solutions to their most pressing problems, Pickrell said.
The presence of Pickrell running the campaign gives it immediate credibility among top Democrats. He was state director for Barack Obama's 2008 campaign, and a senior adviser for the president's 2012 re-election team.
Pickrell also managed both of Ted Strickland's campaigns for governor. Most recently he runs the Remington Road Group political consulting firm in Columbus."
