I noticed the typo, too. I found it on the netscape home page I don't know who is responsible for the article.
On edit: On second glance it looks like the AP is responsible for the story.

I live in Charleston. It may be a well-mannered city to those able to get around but if you're in a wheel-chair the best you can hope for is to be invisible. Mostly what you'll get is expected to get out of the way of the ambulatory, no help with doors, the ADA (for all intents and purposes) doesn't exist but trees in the middle of sidewalks do. I've even been told that if I'm not able to get around on my own that I should stay at home.
It's a pretty city with a really ugly underbelly.

They must not have taken into account the disabled when they did their testing. Sad to say that probably happens a lot.
