DUBAI (Reuters) - A London-based Arab magazine said Friday that Osama bin Laden (news - web sites)'s al Qaeda network has vowed to carry out a major attack by February, and to target Japan if it sent troops to Iraq (news - web sites).



The weekly al-Majalla weekly said it received an e-mail from a little known al Qaeda member, Abu Mohammed al-Ablaj, in which he said the group planned a "big operation" before early February.


The e-mail, whose authenticity could not be verified, also said al Qaeda was behind the twin suicide bombings that killed at least 27 people at the British consulate and the office of a London-based bank in Istanbul.


"(Ablaj said) al Qaeda and its followers across the world are the people who carried out these two operations which he called lightning strikes," the magazine said.
