UNITED NATIONS, April 16 (UPI) -- The U.S. ambassador, speaking before the U.N. Security Council Friday, called on members of the United Nations to contribute troops for a new multinational force dedicated to protecting the world organization in Iraq.

Talking to reporters outside the council chamber, John Negroponte later referred all questions about reports he would become the new U.S. ambassador to Iraq to the White House.

Shortly after Negroponte's plea for troops, Washington's top partner in the Coalition Provisional Authority in Iraq, Britain, presented members of the panel with five elements to be contained in a new council draft resolution covering the handover of power June 30 and the interim government expected to accept it.

Members of the council said Ambassador Emyr Jones Perry of Britain presented five areas for consideration, but did not put them in writing.
