What does this sentence mean? That these people are too stupid to figure out what happens when someone blows up a pipeline? Do they need someone to tell them that if you blow something up, it's usually put out of action? No more oil will be coming out of there until it's fixed? That it means they'll be stealing less oil than they were before it was blown up?

Shit, someone needs to give them a call. They're terminally stupid and sound like they need all the intelligent help they can get.
