Fort Worth resident Jeannie Marsh, clutching a sign that read "How many millions to buy our government," said she was protesting because she opposes what Cheney's former company, Halliburton, is doing in Iraq.

Two Democratic lawmakers say Halliburton is gouging U.S. taxpayers while importing gasoline into Iraq - billing the Army between $1.62 and $1.70 per gallon, while the average price for Middle East gasoline is 71 cents. The Houston-based company contends it is paying the best price possible.

Halliburton, originally hired to extinguish oil fires, has received the expanded role of restoring Iraq's oil industry. The company has been paid $1.4 billion through September for its work.

Another person protesting in Fort Worth on Thursday was Linda Foley, a retired teacher who lives in nearby Azle.

"The $1,000 (paid by supporters to attend the Cheney luncheon) could have gone to our public schools, and those $1,000 checks could be used to buy meals for soldiers or to pay for their flights home," said Foley, holding a sign that
