A lot of this came from money that was sucked out of government money and recycled into campaign money. I believe these high contracts resulted in kickbacks to government officials who funneled the cash into the Republian war chest. This is gone, the government coffers are drained dry, and people no longer trust the government 1 inch and question everything. Look at the furor over the contracts after Katrina. Also I heard today that lawyers in Iraq are starting to say that Bush should be on trial just like Hussein is.
