68. Bush must be the biggest flip-flopper in political history

In less than 5 years, he's changed his position on just about every major issue out there:

first ignore terrorism, then solely focus on it
against homeland security, then for it
against a 9/11 commission, then for it
against nation building, then for it
for following letter & spirit of the law, then ignoring the letter and spirit of it
for leaning on Saudis to lower oil prices, then strangely silent when oil prices go through the roof
