25. $20 million just the START

The $20 million just pays for the initial "assembling <of a> a database of selected news stories and assessing their tone."

This will be just PART of "a program to provide "public relations products" that would improve coverage of the military command's performance," according to a statement of work attached to the proposal.

The "program," into which the $20 million data will feed, will likely cost WAY more than $20 million to fund.

Really outrageous!
