2. One of the big problems with e-mailing legislators

is that the offices is that a large percentage of the emails are from people who are not constituents. Many offices barely have the resources to process all correspondence from constituents. Snail mail is a lot easier to determine if it is from a constituent, as most people will put a return address on the envelope or the letter.
