Why does everyone have to leave NOLA?

(If this has been discussed and missed it, I apologize. I finally slept a few hours)

Last night, I kept seeing (on CNN) the lawyer who swore to be killed/dead before he would leave. He has supplies, is on dry land and looks to be taking care of himself.

An older black gentleman who has supplies, phone service and seems to be in good health and doing just as well.

A white lady who who has water, supples and said she contacted a lawyer about her right to stay of which she says, she does have that right.

All sane and intelligent.
(you can see neighbors around these people, apparently intent on staying also)

I've seen several others interviewed...a mixture of people who have supplies and are capable of making it.

WHAT IS THE REASON THEY HAVE TO LEAVE THEIR HOMES WHEN THEY ARE NOT IN DANGER?

WHAT HAVE I MISSED?
