and you know this how? When the day comes that someone like S.H. uses WOMD that will dwarf 9-11, what will you say? Your either going to handle aggresive enemies not intrested in communication one of two ways. You're going to passify them (nearly impossible and unless you enjoy being at a radical's mercy, undesiraable), or you're going to bring the war to their doorstep. There's no in-between solution.
