It used to be that only the old employees of the State were in what they call "Tier I". New employees, (this was back in the mid-90s under Wilson) were under "Tier II" and they were not paying into nor eligible to receive comparable pension benefits (NOT EVEN CLOSE!).
When Gray Davis became governor, he worked with AFSCME and they managed to work out a solution where employees can now get into Tier I or stay in Tier II.
This was a BIG thing to change and it took Gray Davis to do it!
