After all, Italy is more likely to withdraw their troops now. Berlusconi has always been a Bush ass-kisser and has always strongly supported the war. They weren't considering withdrawing their troops so there really was no need for a warning...
But now, everything has changed. My personal prediction is that public reaction will be so strong that Berlusconi will have no choice but to withdraw the troops.
