15. Sorry, but Bush's policy decisions lead to the environment
that fostered this behavior.

1. Feds told Nagin not to bus people out because there was no where to send them.

2. Feds refused request for adequate supplies when they finally approved the use of the Superdome as a shelter.

3. Feds delayed relief supplies and evacuation of the Superdome in a timely fashion.

Bush declares a state of emergency and then turns his back on the region. No, there is no excuse for rape. None whatsoever. But there is also no excuse for leaving people in a situation that breeds it.
