Personally, I suspect they did trial runs starting with Bush I's attempt at socially reengineering the US into a fascist state. Ever patronize a business and have someone who couldn't have known you were there by overt means comment on it the next day ? Or received advanced information via spoken language from a similarly ill-placed person on what was waiting for you in your post office box ? Thought so...
