18. Nobody.
As long as there are people willing to pony up the dough to buy a concert ticket, CD (or downloadable tune) for a "has been" act, I say go for it. This isn't a zero-sum game; just because Rod Steward or the Rolling Stones may have (IMHO) long since outlived their effectiveness in moving me as a listener, I'm not going to begrudge them their right to continue seeking financial and, perhaps, artistic happiness playing music.

BTW--worst concert ever? Rod and the Faces' last gig, Roosevelt Stadium, Jersey City, c. 1975. boy did they ever suck!
