If a person feels like walking up them, and doesn't rudely shove past those who've opted not to, then that's fine. But, I don't think people should feel compelled to. What's the point of having the steps move if people are supposed to walk up them? Why not just simply build a set of steps? They move so you don't have to. If you can safely walk up without pushing people out of the way, then go for it. Otherwise, it's rude.
