Why the hell would you put a 3 YEAR OLD in a belly shirt and shrug!?

We were at the mall, where we were watching the kids and Santa. It was fun and we were laughing until this family walks up. They had a three year old dressed in a tight red belly shirt, black shrug, and black pants. Her older sister, probably 7 or 8, was dressed the exact same way. Since when is it ok to dress your children as miniature hookers? Especially for family pictures?
