25. Harnesses have some great advantages
The only hard part is putting one on a high energy dog. My walks with my labrador have been much, much better after shifting from collar/leash to harness.

Cesar Millan (The Dog Whisperer) sells something called the Illusion Collar, which is designed to extend the neck without hurting the dog, but I'm not sure it would be good for a beagle. It would help with a dog that has a long neck, but one that is not necessarily more narrow below the jaw than right above the shoulders.
