3. They are making sure that their vendor isn't ripping them off.
It would be very profitable for the vendor to skim some of the books off the top and toss them in the garbage. Every book they don't deliver increases their profit margin. But every book that doesn't get delivered hurts AT&T's business because people will use the other phone book instead. So AT&T HAS to spot check their vendor to make sure that no skimming is happening.

Corporations exist to make money. AT&T knows that they should never trust another corporations. Only CONSUMERS are supposed to be dumb enough to trust corporations. :(
