2. From what I gather, yes.
The idea is intriguing from other angles however.

Off the top of my head, with no real analysis or deeper thought, I imagine that mobile power stations of this type could be used to cover seasonal peaks in energy demand, following air conditioning requirements, for instance, or in times of drought for desalination emergencies, or to power relief efforts where on shore facilities have been damaged. They may also assist in powering offshore construction projects, such as wind fields and the like.

The Russians must have a need. They appear pretty well committed to building them.
