What do you think she was gonna do, publish it and then get told that she ruined an extensive US intelligence operation to catch the maximum amount of terrorists in one blow and deal a severe blow to their efforts to conduct a large scale terrorist attack?
No, she was going to keep quiet about what was just a report about a scary potential menace, the sort that a couple of Democrats made a year earlier which VP Dick Cheney dumped in the trash while Republicans came up with their own vision of anti-terrorist activities.
