by pardoning people for things they haven't realized they've done? Or don't want to come out? "...and anything else we might be charged with, forever and ever, invincible anything-proof double-double jinx!"

Let's say, for the sake of argument, that they knew about 9/11 and let it happen. They don't want that fact to come out. Can they still pardon themselves (others in the admin) for these things, or do they at least have to name the alleged wrongdoing they're granting pardons for?
