Can we put health insurance on the ballot?

Not necessarily a requirement that employers provide it, but alternative ideas like a state tax credit to employers. Or even a state insurance policy available to everyone at an affordable price, with funding included in the initiative? Work hard to avoid attacks that it is socialistic by requiring real premiums, with tax support for the high risk patients.


Make this a Democratic position, sort of the flip to the hate amendments.

Why can't this be done?
