USA Today's Math On Bush Approval --- Help Me On This!

This was in USA Today & now can't find the link. As you know IE doesn't have Tabs. Anyway, I can not figure out their math. Do not remember Bush being at 90% and how does 12 points drop him to around 40%. I know maybe a little too much wine or beer but I keep missing how they are going here.

"Bush's public approval, at 90% in the USA TODAY/CNN/Gallup Poll four years ago, has dropped a dozen points since his re-election and has hovered around 40% since August. Democrats and independents, without whom he wouldn't have won, have deserted him in droves; his remaining support is little more than the Republican Party base."
