Every absentee ballot cast by an eligible voter is counted and is included in the final, certified election results issued by their county elections official. All absentee ballots must be received by the elections official by the time the polls close (8:00 p.m.) on Election Day. Voted absentee ballots received by the elections official prior to Election Day are verified for correct voter signature and information and are then held for counting on Election Night. These results are announced on Election Night along with ballots cast at the precincts. Voted absentee ballots that are received in the mail on Election Day as well as voted absentee ballots that are returned to any polling place on Election Day, as is permitted under California law, cannot be counted until the signature of the voter and other information is verified to ensure the voter is eligible to cast a ballot. Election officials have 28 days after Election Day to complete the "canvass" or reconciliation of the vote, including checking and processing these absentee ballots, and report their results to the Secretary of State to be certified.

Simply put, California elections officials count all legally cast absentee ballots!

*The following report is a county-by-county estimate of the number of ballots remaining to be
processed to determine the final vote. Processed ballots include absentee ballots and
provisionals, which are in the process of being checked to determine a voter's eligibility to vote.
These ballots are only counted after eligibility is determined.
The numbers listed below are estimates -- in some cases rough estimates -- of the number of
ballots remaining. Counties are not required to report the number of late absentee ballots to
the Secretary of State's office, but they have been encouraged to do so to provide the public
with an approximate number of votes that remain to be counted.
In California, county election officials have 28 days from the date of the election to complete
the final canvass of votes, however, the final results in most races will be determined well
before that deadline. The extended period of time to review the ballots is required to ensure
that the election officials are able to verify the signatures of voters on absentee ballots against
the signatures on voter registration cards before the absentee ballots can be opened and
counted.
Please keep in mind that the numbers of unprocessed ballots are ESTIMATES provided
by the counties immediately following Election Day. In some cases, the number of
unprocessed ballots may be much higher or lower than originally estimated. Original
estimates will be updated as we receive more precise estimates from the counties.
The numbers provided in the "Remaining to be Processed" column will be updated as
we receive new information from the counties as to the number of ballots remaining
