22. not gonna happen
to trigger a recount you need to have the margin less thatn 0.5% in Ohio. That's something like 28,000 votes. Even if the margin got that close there is no realistic way to gain 28,000 votes in a recount. In Florida in 2000 there were what, maybe 1000 votes added?

Bush +12,052
Kerry +8,062

that's a gain for * of 3990 votes.
