5. Yes....it traditionally is.

Let's see-break tie votes in the Senate and attending the funerals of foreign heads of state....yep-pretty much part time. Ask John Nance Garner who described the job as "not worth a bucket of warm spit"....Of course this was before you could hold stock in a company you steer no-bid contracts to while plotting to attack another sovereign country.
