He is accusing Obama of dumping it. Thereafter he says that if you're dumping it, fine, so here is a better idea anyway.

Thomm is not giving any credit for lying and smearing and fear mongering. He is saying that if the public option is gone, that is fine, just buy into medicare. I think he has a terrific point. I support this idea.
