It took legislative genius for a member of the minority party to win such a significant victory in the House, particularly given that Tom DeLay led the debate against the Castle-DeGette bill. Diana DeGette, who managed the bill on the House floor, took on Tom DeLay -- and won. When is the last time any Dem did that?

Now the challenge is avoiding a veto. Don't count the bill out yet. Castle, DeGette, and the Senate sponsors will surely find a way to get the bill through (such as attaching it to an appropriations bill).
