I think he REALLY made a mistake...he meant to replace the hard drive with a prepared replacement that would agree with the fixed vote, but something went wrong and the replacement had a problem. So, he tried to work around the problem with a really stupid plan, probably thought up right there and then.

I'm sure the operation went quite smoothly in other precincts...he just wasn't prepared for something to go wrong at this one. Tch-tch, bad planning.

Dang, ran out of tin-foil for my hat! Anybody got some extra?
