implies that recounts are less secure than the original count. why is fraud not as possible in the first count?

with the Prez situation, on the other hand, we suspected fraud from the beginning, with the first count, not the recount. big diff. plus Rossi was against any recount at all, even though it was technically the law being so close, fighting even harder against the hand count, which was conducted after an even closer difference. so what gives? why would the recounts be more prone to fraud than the original count?
