So, is there a map?

1) Is it that as I thought: this is a bigger plan (not having much to do with the inauguration?) and that the treasure is years from being found?
2) Or is it that if the case isn't dismissed, there is actually a map for a treasure hunt right now?
3) Is he as confused as we are, or is he saying one thing definitively?
