49. I believe that they were probably allocated old machines but that would
be slow to assemble evidence for. It's the number of machines that would be the fastest to assemble data for. And you wouldn't have to do much. Just get Cuyahoga county Black/White demographics. Then, precincts. Pick say 10 or 20 randomly. How many machines (machines per registered voters)? Majority Black? majority White? Differ from Cuyahoga County demographics overall? If these 10 or 20 show a pattern, you have a bullseye or at least enough to say keep going.
