1. Cull the herd.
People who believe in all of that stuff are often highly suspicious of science. So, how about this: those who don't believe in medical science, should be allowed to forgo coverage, whether private or public. And they shouldn't have to pay any health care tax dollars, either. But, once they choose to opt out, they will receive no immunizations, no preventive exams or tests, no emergency care, no health care, period. If they want back in, they must not only begin contributing their proportional share of tax dollars, on the spot, but a substantial penalty, as well. This would discourage people from trying to game the system and overload it with the higher costs associated with treating advanced disease.
