16. Sign of desperation, willing to risk losing Pakistan.
Here is whats going on:

1. The reason Bush has not captured Bin Laden has to do with Pakistani politics and the fact Pakistan has nukes. If Musharraf is seen asn having helped the US capture or kill Bin Laden, muslim's sympathetic to al queda may seize control of the country; yes, there is a real possibility it would result in al-queda having control of nukes.

2. Bush has, because of this situation, let Bin Laden stay there in Pakistan. He would have gone after him all these years, but he couldn't because of the above situation.

3. Election desperation has set in, and Bush might now be ready to risk it. He needs to do something big before the election, and capturing Bin Laden would be a good one.

If Al queada sympathizers gain control of Pakistan and its nukes, god knows what could happen. Nuclear war being a possibility. But Bush's dismal poll numbers might have him desperate enough to risk it.
