11. It's possible to sneak in prohibited items in a body cavity.
And unless they want a passenger rebellion and a good deal of illness, they're not going to say "no liquids at all" on a Chicago-to-London flight. If someone really, really wants to blow up a plane, it'll get done sooner or later.

Point being: These are feel-good measures that will do little except make passengers simultaneously terrified but reassured that the government is doing all it can.
